European Parliament approves tighter workplace exposure rules for cobalt used in battery production

On 6 October 2026, the European Parliament approved the negotiated sixth revision of the Carcinogens, Mutagens and Reprotoxic Substances Directive. The text introduces occupational exposure limits for cobalt and inorganic cobalt compounds used in battery production, alongside limits for other hazardous substances, and clarifies protective-equipment, training and worker-protection measures. The Council must still complete formal adoption before publication and national transposition.

What it means

This is an occupational-safety measure, not a new battery product-certification or CE-marking requirement. Battery-cell, cathode-material and recycling operations in the EU should prepare to update exposure assessments, engineering controls, ventilation, PPE, training and monitoring once the final directive and national rules are published. Buyers auditing suppliers can ask for cobalt-exposure controls and records, while exporters should not present compliance with this worker-safety rule as proof of battery product conformity.
